🏛 March 10, 2026 Meeting

Quick Facts

The Body: Skamania County Board of Health

The Bottom Line: The Board focused on long-term structural health: adopting a new Mission/Vision statement, formalizing how new board members are appointed, and preparing for 2027 state-mandated septic oversight.

The Vibe: Productive and policy-heavy. The meeting felt like a "foundational" session, moving from routine updates to active strategic planning for the next two years.

đź—Ł Public Comment

Veterans Affairs & Disability Ratings: Resident Mary Repar raised concerns over a proposed Veterans Affairs (VA) rule that would decrease disability ratings for veterans whose prescription treatments are effectively managing their conditions. She highlighted the specific, detrimental impact this rule change could have on veterans relying on support for PTSD, urging community awareness of how these federal shifts impact local health.

đź’Š Update: The VA "Medication Rule" Reversal

Our delayed reporting schedule gives us the opportunity to follow up to this timely public comment with good news: following a massive nationwide backlash from veterans' groups and lawmakers, the VA formally rescinded this rule on February 27, 2026. The department confirmed the rule will not be enforced now or in the future. This means veterans will continue to be evaluated based on their "baseline" disability, the severity of their condition without the temporary masking effects of medication, ensuring they aren't penalized for following their treatment plans.

How to Keep Speaking Up

While this specific rule was defeated, debate over VA healthcare funding and disability standards is ongoing. Here is how Gorge residents can stay involved:

  • Contact Your Representatives: Let our Congressional leaders know what you think, and share your story about what these services mean to you.
  • Join a Veterans Service Organization (VSO): Organizations like the VFW, DAV (Disabled American Veterans), and American Legion were instrumental in stopping this rule. Joining a local chapter helps amplify the Gorge’s voice in DC.
  • Submit Public Comments: Keep an eye on the Federal Register. When the VA proposes new rules, there is a legal window for the public to weigh in. Your "boots on the ground" perspective matters.
  • Talk to a Patient Advocate: If you or a veteran you know is experiencing issues with local VA care, every VA Medical Center has a designated Patient Advocate specifically tasked with resolving veteran concerns.

⚙️ Board Operations & Governance

Foundational Documents: The Board formally approved and adopted the Skamania County Board of Health Mission, Vision, and Values statement.

Board Appointments: The Board approved new Administrative Guidelines to Solicit & Appoint Board Members. This establishes a formal, standardized pipeline for filling vacant non-elected seats, aiming to make the board more representative and the selection process more transparent.

Legislative Alignment: Members discussed shifting future first-quarter meetings (traditionally held in March) to late January.

The Board is actively working to solidify its internal procedures and strategic posture. By formalizing appointment guidelines and attempting to synchronize its meeting calendar with the Washington State legislative session, the Board aims to transition from a reactive local body to a more proactive advocate for county health funding before the state session closes each spring.

🩺 Public Health Services & Disease Tracking

Chronic Pain Intervention: The county is launching a six-week, evidence-based chronic pain management class starting March 15th to provide residents with non-pharmaceutical pain management strategies.

  • Regional info: Contact Amy Raney (SWACH Coordinator) at 564-397-5721.

Resource Mapping: The Southwest Washington Accountable Community of Health (SWACH) is developing a new community asset map to help locals more easily locate regional health and wellness resources.

STI Testing Expansion: The health department is building out its capacity to offer self-collected STI testing, reducing barriers for residents who may face transportation or privacy hurdles.

Immunization & Disease Alerts: Health officials noted that while regional flu activity peaked in January and is now falling, RSV (Respiratory Syncytial Virus) is currently at its highest seasonal activity. Most concerning is the national rise in measles (1,281 cases), with 26 confirmed cases in Washington State.

The "Data Blind Spot"

Skamania County’s geographic location creates a unique hurdle for public health tracking. Because many residents cross the river for care in Oregon or utilize the federal VA system, their health data is not automatically routed back to the Washington Department of Health. This creates a structural "blind spot," making it difficult for local officials to accurately measure the true community spread of contagious viruses or the actual vaccination coverage rate of our population.

🌲 Environmental Health & Abatements

O&M Program Development: New Environmental Health Specialist Matt White is building the framework for the state-mandated Operations & Maintenance (O&M) program. This program, which oversees local septic and water systems, must be fully implemented by 2027.

Nuisance Enforcement: The department is advancing code enforcement actions against severe "public nuisance" properties (specifically citing cases in Stevenson and Underwood) in direct collaboration with Prosecutor Adam Kick.

đź›  Jargon Buster: What is a "Public Nuisance" property?

In a rural, heavily forested region like ours, a "public nuisance" property isn't just an eyesore. For a Board of Health, it represents an acute threat. When properties accumulate massive amounts of combustible waste or fail to maintain functional septic systems, they create fire loads that endanger the surrounding wildland-urban interface and risk leaching hazards into shared groundwater. The department steps in to mandate cleanups because these cases pose immediate toxic and fire risks to the broader county ecosystem.
